I know the script system can get values for game setting. Is there a way to set it, beside using the SKSE ?

If I use the SKSE for a mod, will the mod users havve to download and install it ? What would you advise ?

Well, no. There's the Get, not the Set.

And yes, users will have to install SKSE if your mod is using these new functions.
