How do I apply FXcameraAttachEffectsACT to cells?

So in a lot of interior cells, there are effects that fill the camera like dripping water, dust, those weird Falmer glowy things, and other stuff. When I look at cells that have this, I notice a red box called "FXcameraAttachEffectsACT" with a script attached that gives off the camera effect. For example, Irkngthand has both dripping water and the Falmer glowing things. I figured all I had to do was copy that box into an interior cell I'm making and just resize it down to what I needed but it wouldn't let me, even when I tried in the Reference window, the option to resize was greyed. I then tried searching for it and then dragging and dropping it into the cell. That didn't work either. I really have no idea what to do.

Select your room pieces in the preview windows where you want the effect, click "Create trigger", select "FXCameraAttachEffectsAct". Resize the trigger using the gizmo if needed. Edit your new trigger references, go to script tab, edit the properties for the script and set the camera and sound effect you want.

To resize the trigger, select it and press 2 to see the gizmo.
