Leveling NPCs and Monsters

So I posted a much shorter version of this in quick questions, but I really need help with this. I have been trying to build a balance mod that has static levels for npcs or scaling that I find satisfactory. Up until now I've merely been editing the individual actor levels under the Actor's category, but I just discovered that Encounter zones have minimum and maximum levels.

How does this work? I want to make sure that encounters are as likely to happen at literally any level, and I want to make sure the E.Zones don't dictate level over Actor data. Anyone know how to do this stuff want to enlighten me on how I should go about this? Do I reset all the encounter zones to zero and keep modding actors? do I scrap the actor modding and simply edit encounter levels?

So confused.
