What is the point of an Action property?

There is a type of property called Action, even though there are no functions that use actions. Any thoughts?

I think just every single type of 'thing' in the game can be a property. I would assume it means actions as in part of a quest scene, but I agree; I cannot think of a time when you would need to specifically reference an action within a scene, or if you even can. So again, I think you can just declare anything as a property based on it's 'type'.
