I wanted to modify the Ebony Mail. I understand how to change the enchantments and statistics but where do I find the text to change the description to the effects I've added/taken away?

Open the weapon/armor, then there's a bit called "Description" on the top-right section. This is what you need to change.
If this is empty for an enchanted item the game will create a decription automatically, but if it isn't empty the game will use this instead.
