I recently got this perk and it didn't work, a quick google search told me to load a save before getting the perk and try it again. After 4 failed attempts I think I may have figured out what causes it. Sneaking. I realize it may be just luck but, the first time I tried to get the perk while not sneaking it worked perfectly.
