Does anyone know if we need marker rats to create teleport spells - or statics work in TESV ?

No you do not need to use marker rats anymore. I have been using the XMarkerHeading static object, and it works fine in my teleporter scripts.

Thank you thank you :)

Is it easy to edit those XMarkerHeading to add a custom mesh/texture to them ?
I guess they are, err, invisible by default

Make a renamed copy, call it "VisibleXMarker", click on the "Model" button, and pick one. Be warned, it will import the model's dynamics as well (In other words, if it's an object that havoksettles, the new marker will havoksettle and no longer just float where you put it.)
