What does the "delay time" mean in a spell effect?

The wiki says "The amount of time that must elapse before the AI will use this Effect again." but I've noticed that if I set it to 2 (which i assume corresponds to two seconds) there seems to be no difference in how fast my NPC casts the spell.

I'm trying to make a way of having NPC spellcasters not just cast the same spell over and over again. I thought if each spell couldn't be cast for a few seconds, it would force the AI to equip different spells. However, I'm not sure if this is going to work.

Also, if anyone could clarify what the "Score" does and how it works. Supposedly it is involved in spell prioritzation, but if I set it at the same value for all my spell effects, the NPC will still always prefer one spell.
