Detect, Apply and Remove Tempering Bonus in Script - Can it

Can the tempering bonuses for armor and weapons be detected, applied and/or removed in script?

Any and all help will be gratefully appreciated.

The tempering bonus is determined by game settings and you can't change these on the fly (yet). But there are also magic effects and perks to alter the bonus. Depending on what you want to do you could alter it by using spells or perks under certain conditions.

How can the tempering bonus be applied in a script? Can it be reversed?

How can a tempered item be detected in a script?

I'm trying to write a script to apply damage to weapons and armor.

But, if this can be done, it could be used a lot of ways. Another idea I have is about redoing a smithing perk, so that with high enough skill you would forge fine or exquisite quality items. I know how to apply a Perk, but that's on the player. Tempering is like a perk on an item.
