I've been trying to access the creation kit today and i keep getting an error saying game is unavailable try another time. Any Ideas?

I'm getting that too right now.

I Verified cache files, and it is at 99% and Suspended. I didn't pause the download at all and resuming it makes no difference.

I started doing the same thing yesterday when I tried to start the creation kit. It started up a couple of times and crashed on adding data. I checked and found it was updating. It got to 99 percent and suspended itself last night and is still suspended today.

Going through the list of things to try at Steam I found that my steam folder had been set to read only. Unsetting the folder, files and sub-folders fixed things.

That solution worked once, but after I closed the Creation Kit restarting wasn't allowed. I was back to "Creation Kit has stopped working" in Windows 7.

It means Steam wen't down. You need to put Steam in offline mode, and It will work fine.
