Okay, so I'm completely confused by landscapes in this game. My goal is to make a new cell, not accessible from the tamriel world. I haven't been able to find out how to make a landscape. How do I do it?

I'm assuming I need to start a new exterior cell... Is there a way to make a blank cell and put landscape in it?
