Two different magic effects on one spell - does their order

I am creating a spell that has two magic effects. Each of those effects has an explosion. Let's say I have effect A and effect B, and effect A has explosion 1 and effect B has explosion 2. If the first effect item on the spell is A, then when casting the spell in-game the explosion triggered is 1. If the first one is B then you see explosion 2. Now, why should the order matter? I mean, both effects are in the spell...

It seems that the first effect to have an explosion is the only one to actually trigger it's explosion. All the subsequent effects are still activated but don't trigger their explosions. Is this a bug, or a feature? What if I want to have two different explosions on the same spell? How can I do that? (1st question)

It seems from my testing that the order in which you put the effects (their index) in the spell matters. What does it decide? Which effect attributes are considered regardless of the effect's index and which are only considered on the first/last/?? effect? (2nd question)
