Creating static levels throughout the world?

Hello, I am new to the creation kit, but I am an experienced programmer. I would really love to make a mod that makes the world of Skyrim more static in levels, similar to Oscuro's Oblivion Overhaul and the like. Does anyone have any resources they could provide specifically for doing something along these lines? I'm not entirely sure where to start. I will begin going through all of the Creation Kit tutorials, but if someone knows anything I could use or look at with knowledge specific to this, I would greatly appreciate the input.

You have to do it by hand, pretty much, which means going into each dungeon and deleting the leveled creatures and replacing them with non-leveled ones. If you want to replace the leveled items with non-leveled ones, you will have to create a new container for many of the dungeons because they usually use generic leveled containers.

Obviously this is a ridiculous amount of work, which is why I've decided to just build a new world from scratch for my mod instead of "fixing" the existing one.

Thanks for the reply, that's exactly what I needed to know. I have a team of friends that would be willing to help me with this so I think we will be attempting it.

A new world from scratch? That's neat. Is it literally a new landmass?

AFAIK Pluto's Improved Skyrim Experience already does this, and he used some 3rd party tools to properly autofill leveled lists and get different types of enemies at different areas too.
