when can xbox and ps3 user expect to change and mod their skyrim with creation kits solely for console?
also will it be only dlc or will you offer it on disk form for store retail also?

Never. Have fun using a full feature developement tool with a controller on an xbox.

Mods on consoles? Unlikely but possible in the coming years.

DevKit on consoles? Never. Nope. Not going to happen.

There is not any confirmation that there will ever be mods for console users. Only the devs have mentioned that is something they would like to do if possible.

If that ever becomes possible in the future, the mods themselves would still need to be created on on a PC.

The games' editors are FAR more taxing than the games themselves as much more is loaded at any given time. Neither of the current consoles could handle CK, even if Sony/MS were game.
