The world map simply loads the lowest quality of LOD. That said, if you take the 4 textures (For a 64x64 cell worldspace, 4 quads) and piece them together, you should have roughly a top-down view of the world. Then you could make it black and white (Or whatever you want) and maybe detail it and you would have a map.
I'm not sure about replacing it with an Oblivion-style paper map, though.
