Please clarify skill levels

If I use any skill a lot -- just for example, let's say Conjuration -- I'll get a level increase in Conjuration now and then.

I know skill level increases contribute to my overall character level. I also know that skill level increases make me eligible for perks.

What I'm not sure of -- If I get a skill level increase in conjuration, are my conjuration skills more effective? Do they last longer? Or cost less to cast? Or is it just a matter of increasing the character level and becoming eligible for perks?

Any other advantages to increasing skill levels?

All magic skills cost less to cast the higher the skill lvl is.

Thing to remember about Perks is, none of them are necessary to be successful in a skill or in the game. They only enhance the skill you apply them to.

What about non-magic skills. Let's say, "Blocking." If my blocking skill increases, do my blocks gradually become more effective, even if I don't use any perks?
