Perk option "Mod # applied enchanment" : How it work

I've found this interesting "effect" among the possible options for a Perk.

This is the "effect" which causes the Extra Effect perk to allow the player to enchant one item with two effects instead of one.

However, the weird thing is that this seems to work when we "set value" (as Extra Effect does, setting to 2), but not if you modify or multiply the value.

So I was wondering:

Is it possible that the Extra Effect perk is adding somehow a new "value", which isn't anywhere before the perk is added?

That would explain why it cannot be modified or multiplied (since you cannot increase or multiply a non-existing variable), which else is completely mysterious to me.

Does someone have any info or suggestion about this perk "effect" works?
