Patch 1.6 restricts Memory to 2GB again?

Hi, I'm encountering this problem where since updating to patch 1.6 (and the appropriate update for SKSE), Skyrim has only been able to access 2GB of RAM. This is a problem since I'm using the extended slider colours mod which requires a large store of memory because it contains so many colours... I am almost 100% sure that the freeze I encounter when I use showracemenu to change colours (since the sliders reset somewhat when updating versions) is due to Skyrim running out of memory. Is anyone else encountering the same problem, and is there any way to allow Skyrim accessed through SKSE to access 4GB of memory?

PS. Since upgrading to 1.6, I have also experienced frequent CTD issues, seemingly every time I fast travel or rest. I first attributed this to mod compatibly as they logically would need time to update in order to better support 1.6, but now I'm leaning more toward believing in the root of the problem being that Skyrim is unable to access more than 2GB of RAM.

EDIT: Tested with and without SKSE, both attempts seemed to result in Skyrim only utilizing 2GB of memory max. I thought they had fixed this problem with patches? However, I noticed that going without SKSE allowed me to use showracemenu without too much lag/crashing, which is an interesting result... However, I still CTDed without using SKSE when walking about the countryside.
