Why do all my custom NPC's fly when paralyzed?

I can't figure this out, but it seems like every actor I create after hit with paralyze instead of getting up they bottle rocket into the air. Like if I'm in Whiterun they will fly over the wall into the wilderness, or sometimes they will end up under the map.

I could make them very resistant to paralysis, but this seems like a crappy fix to me.

By the way, I've seen videos of this happening in what I assume is vanilla, so it may be some sort of bug in Skyrim,not sure. But it happens to every one of my NPC's every time.
