It will remian in whatever state you script it to be until you change it back.
Though I think if your mod is removed, it might reverse the state, but you would need to test it.
Removing the mod would not revert the state.
The state of the objects is held within the savegame file. So you could enable a mod that disables a bunch of objects, and if you saved them removed that mod, the objects should all still be disabled.
They will remain disabled perminantly, unless you or something else enables them again.
