ExteriorInterior cells

Even though I'm not modding and I'm on xbox I thought posting here would be best since modders are experts at all the technical stuff. I read up on cells because I would like to make sure an essential follower(Erandur) gets to his maximum level.

There is a quest right outside of Dawnstar (Kyne's Trials) that I would like to complete as quick s possible but I'm still around level 25. Will going there 'create' Erandur at level 25 because its close to the inn he appears at or does he get created when i actually enter the inn. How big is a cell? Are the ruins outside Dawnstar within the dawnstar cell? I haven't fully understood yet.

An exterior cell is 4096x4096 game units, or roughly 100x100 ft.

An interior cell doesn't exactly have a designated size. Any time you go through a loading screen into an interior, you are loading into a new cell. Some are very small. (A small house in Riverwood) And some are very large. (A lot of dungeons have very large interior cells)
