Starts only at stage 10 ?

Maybe to allow a build up to the main title of the quest like a lot of movies do by starting with a background/setting introduction.

Or if you want to set up conditions and make sure requirements are met before the quest starts.

What? Do you want to clarify. You mean it doesn't display your quests title and in the log until stage 10? Quests dont appear in the log until an objective is displayed.
