How do I set it up so that quests are automatically finished when you start them?

Kidding!

How do I set it so that new quests are automatically checked as active in the Journal?

Give the quest a startup stage (I mean a stage with the Starts quest checkbox checked) and put
SetActive() in the fragment for that stage.
