Splashing sound for water

I've made a few pools / fountains for my interior space and I'm having issues with making water that has sound effects as the player interacts with it. I've used the activator Water1024DefaultIntWaistStill for the water for the pool and i'm getting no sound effects.

I have had success in copying and pasting an activator from another cell. the activator in question is Water1024WR and I can go and replace all of the ones I have with that one. I would really rather just understand how the water activators work so I can use the one I feel best fits my interior instead of copying and pasting and settling for what works.

I've been wondering about this myself. I have yet to determine whether there is something that needs to done in order to get the effects working properly or if it's a bug.

I'm beginning to believe it may have to do with the amount of water, but then there's the sound the rivers make in the world. They aren't deep enough to swim in, but make sounds when you walk/run through them. And there are files for the specific walk/run etc sounds for water. I'm lost and hope someone reads this who knows what we're talking about. :D
