I was just walking towards rorikstead when I saw 3 dragons flying around, two of them were frost dragons and the other one was alduin raising another dragon, I tried fighting the frost dragons but they kept flying away and attacking other things, what happens if I just walk away? will I come back to find the nearby towns devoid of NPCs because of these dragons???

Also, no, I think you should be fine if you walk away. I believe once you get far enough away from an area, the area de-loads (I know there's a better word for it) and stuff stops happening there until you go back again.
