You must have met him and done those first jobs (collecting money from some traders) to even be in the guild, so you must have started the main questline. I'm thinking, is it possible that you are at the point where you are to meet Brynjolf and another NPC at a dwemer ruin, to find a third NPC? In that case, he will be waiting there.

I assume you are trying to become Guild Master

If so, To progress any further you need to complete the entire main quest line (including te nightingale portion).

The only other upgrades you can get are small trinkets behind where delvin is. Then a safe at 150 quests done. By quests I mean the bedlam, heist etc jobs. After you complete the 4 "special" jobs, there will be no more "special" jobs.

If you turn on the quest marker, it should lead you to the next quest destination. If not, where is it telling you to go?

But you still must have met Brynjolf as some point, since he's the one who brings you into the guild. Do you remember what you last did that involved him? There should be an active Thieves' Guild quest in your journal, somewhere, since as soon as one quest is finished, the next one immediately starts.

If you've been named Guild Master, you may be done with him. I mean, I could be completely misunderstanding where you're coming from. As for Guild Master Quarters, there aren't any. The only thing that changes is that the bed inside the Cistern is upgraded and a privacy screen is added.

At this point, I usually see him in complete TG gear to include his hood. All he'll say is "Not now, lad! I've got important business to attend to." He says that even if he's sitting at a table in the Flagon.
