Is Sleeping Tree Sap illegal like skooma?

I would imagine it is, since the only place it shows up is on Skyrim's drug dealers. If it's the same stuff as the Blackwood Company was using, if it isn't illegal, it's only because the authorities don't know about it yet.

what? after 200 years.. no , i imagine it is probably illegal in the empire , and always has been but because its never been well known like skooma or moon sugar the empire arnt as alert for it

Using the spigot on the tree at Sleeping Tree Camp will produce one vial of sleeping tree sap.

I wouldn't say moon sugar is necessarily illegal since just about every alchemist carries it.
