I have searched with no luck, but am trying to find out if enchanted items that provide skill boosts (such as boots that enhance sneaking or gauntlets that increase bow damage) keep doing their thing if you have maxed out your skill, such as sneak or archery?

Yes, they do.

Not sure that it applies across all skills, but I think it would.

There is a cap on some skills such as sneak and blacksmithing that I've experienced, I keep forgetting the exact figures...

But you can exceed the cap and roll your skill effectiveness back to Zero, even if it still shows 100 + enchants.

So don't go too crazy with it.
