I don't know much about these kind of things... but I'm just wondering as to why Bethesda has not released a patch for followers (They are really slow when it comes to following you) and Horse Speed? Is this not possible?

I don't think this is that big of a concern for them. Personally I would want them to work on some of the other features in the game but I also do not use horses or followers too much. Also those issues seem more like things they let the mods handle figuring most of the console gamers will move on to something else within another year and only PC players will be playing Skyrim past then.

I don't know for sure I am just taking what I remember from the Fallout games that things like companions (unless there was a game breaking bug) weren't messed with much in vanilla but there were mods that would fix little issues.
