Perk Editing Problem

I decided to try scaling the effectiveness of the weapon and armor effectiveness perks down a bit. I simply changed the modifier to be half what it was each level. In the base game it goes 1.20 > 1.40 > 1.60 > 1.80 > 2.00 and in my mod it goes 1.10 > 1.20 > 1.30 > 1.40 > 1.50. That should have resulted in my character getting half the benefit he used to from those perks, but when I loaded up my game I instead found that my character's armor and weapon damage had instead skyrocketed to nearly double what they were before. Does anybody have any idea why this would occur? The ONLY thing I did was REDUCE those multipliers and the corresponding perk decriptions.
