He is bugged in my game and is no where to be found in Riften, the quest indicator shows will send me out of Riften then have his location marked inside of Riften. Everytime I go inside Riften the quest marker tells me to leave Riften.

I used a mod called "Better Riften" which I am sure has something to do with why I can't find him.

If anyone knows a console command to summon him? Id appreciate it

Unistall it, find Brynjolf and re-install...
