No DLC plans have been released at all except to day that there will be DLC. I would also like them, and am very surprised they wren't in the game. It was probably cut out to make the 11 11 11 deadline.

If you have Skyrim for the PC, there are a few mods that add balanced Dragon Bone Weapons.
But if you have an Xbox or PS3, no, Bethesda does not usually release small DLC's like weapon and armor packs.
