Yes. Go back to the place with the items and do the thing and yep. Any time. But once it's gone, it's gone for good (at least until Dawnguard).

Yeah, I basically asked this because I wanted one of my characters to be a vampire in dawnguard, but I think I already made him a werewolf

You can go all the way up to that point as a werewolf. If you don't like the vampire lord, you can get lycanthropy back.
