Kill-Cam enable/disable option; just an entry in the Options/Gameplay menu which will either turn off kill-cams or leave them on, the latter of which would be the default option.
I can imagine this being something inserted in a patch, with other tweaks not big enough for a price, such as mounted combat and other features which have been introduced recently.
Now, to the why;
Okay, I loved Fallout 3, but the slo-mo kills, mostly the ones in VATS, bothered me quite a bit: why should I watch an enemy fall in slow motion when I could be onto the next or just happily on my way in that same amount of time? I played the game after Oblivion, and found it a slightly foreign concept, and unwanted (and a little vulgar). One of the reasons I'll always prefer Oblivion.
When kill-cams were first announced for Skyrim, I felt a pang of disappointment; up until that point, it looked like the next installment of The Elder Scrolls could do no wrong, and after hundreds of hours of gameplay, I've learned to tolerate them, but they're still irritating and still breaking up the flow. Don't stop my brawl against a bunch of Draugr Deathlords to show one of them getting stabbed down the throat; I don't care what the slaying looks like, I just want to (re?)kill the thing and get on with it.
When I get dragon kill-cams, I sit back and do something else, or hell, I do a lap around the room. In the time it takes that cam to end, one or even two other enemies are already dead as well.
Archery and magic kill-cams were introduced in a recent patch, which I think just makes a need for the on/off option even greater. I get the concept behind archery cams (similar to FO3 and guns) because if you're skilled or lucky you can get some great shots, but it's rather unnecessary for everything else. I completely understand the appeal others see in them, but I'll never agree and I'm sure I'm not alone in that opinion, either.
Just "Kill-Cams: On/Off"; there really isn't anything else. Just a chance to turn the incessant things off.
