It literally makes no sense to me, and google doesn't understand either apparently.

Never heard of "resto ring loop," either - maybe they are talking about using enchanting / smithing potions and exploits?

1. Make different in strength fortify restoration potions.
2. Drink them :P
3. Then wear enchantment stuff and presto

Easy, Get Falmer armor (full set in mzinchaleft: behind the button tower in a gated section), a ring, and a circlet. Enchant all of them with Alchemy and smithing (20%)
(name all the smithing/alchemy gear you enchanted : Craft Gear) trust me, this helps allot.

Get fortify restoration ingredients (look them up)

Put on your enchanted Craft Gear and make a fortify restoration potion (should be at 120-135% increase) Drink it and exit the Items menu. Re-enter the items menu. Un-equip then re-equip your enchanted gear. (Their enchantments should be improved).

Repeat this process until the restoration effect percentage is high enough for your tastes. Craft several restoration potions of that certain high percentage batch.

Drink the looped potion(s) and then Un-equip and re-equip your enchanted gear. Then craft away! These potions will also have a high effect percentage / effectiveness ex. Smithing, enchanting, and poisons.

Note: DON'T GO OVER a 300,000% effect! this is overkill and it has potential to CRASH YOUR GAME.

It's an exploit that can make you god-like. I find it funny how people used to attack smithing and say it was over powered, but everybody is fine with this.

Yes this is the thing you will want. I think you need to have reasonable alchemy and enchanting in the first place though otherwise it takes a long time.

Well.. you know what happens when kids get ahold of the keys to their dad's ferrari.

Seriously, I agree. Play the game within the parameters it was designed for and it's much more enjoyable, at least in my opinion.
