Shadow loading tweak?

I've recently noticed that Skyrim seems to be loading different shadow maps/resolutions depending on a shadow or texture's proximity to my character. Here is what I am looking at...

The tree's shadow is mostly high resolution towards the base but low resolution and "blocky" towards the top.

And as I move forward towards the tree the top of the shadow renders in a higher resolution.

A similar line of rendering can be seen anywhere there are shadows...

I was wondering if there would be any way to alter the rendering line distance/resolution in either Skyrim.ini or SkyrimPrefs.ini or is this setting hardcoded? Alternatively is there a way to alter the shadows to blend these two resolution/maps. Any and all help would be appreciated.
