It's not an in game thing, it was a lore thing that they do in there homeland.

I believe it's called The Hunt and it's only used in dire situations when there are no other alternatives as once the ritual is performed they cannot return to normal but remain mindless beasts.

I will be sure to never underestimate Wood Elves now.

That would be a BIG mistake...

Maybe the Zombie guy in Miami was really just a Wood Elf and was under the affects of the Wild Hunt so thats why he ate that guys Face off.
