Fortify Pickpocket enchanted items still damage pickpocket chances rather than improve pickpocket chances (as intended). Will this ever be fixed? Will it help if I start a new playthrough??

I stopped playing for a while waiting for this and for haircut issues to possibly be patched. Haircut issues can new apparently be fixed via a barber somewhere in the new DLC. Sadly, not having enchantments work as they are intended to makes is difficult for me to play a wonderful game.
