Civil War completion bugged? (possible spoilers)

I finished the Civil War questline as a Stormcloak, but there are still Imperials everywhere. If I attack their camps, I get a bounty. I still see groups of them escorting prisoners, which I usually free and then deal with the soldiers, but I even see these groups right outside of Windhelm, and everywhere else for that matter. What was the point of the war then?

Is this normal or is it bugged? It did NOT count as a completed quest line in my playthrough stats. I've also completed Companions and Main Quest, and completed quest line stat is 2. Just curious, thanks for any help.

I can't really remember, but i think the camps still remain even after whichever side has won.

Hmm you get a bounty though? I don't remember getting a bounty while slaughtering camp soldiers :o

Other then I know the commander in each camp can not be killed, you can take them on without a bounty. and there shouldn't be any more patrols with prisoners.

You completed it? you took over Solitude?

Even when you win the final battle (for either side), if you talk to your CO afterwards (Ulfric or Tullius) he will tell you that pockets of resistance still exist and that the enemy is probably not going to give up and go home just because you took their capital city.

It's true that the commanding officers in the enemy camps are unkillable... most likely an oversight. I've heard that there were radiant quests planned for the CW stuff and that they would be handed out by the officers in the different camps, thus they were made essential. The radiant quests didn't make it into the final game but the essential tags were not removed. Seems a likely explanation, altho I'd like to believe they were left essential because of their participation in some future DLC/expansion. However since you're basically told to kill them if you find them, that seems unlikely. Who knows?

The essential tags on the camp officers after the MQ is untidy, but since these camps don't have any loot to offer, there is no real reason to go back to them, other than to practice your skills as they respawn. The officers never seem to chase me out of the camp, but I tend to snipe them from a distance or use Storm Call, as I just look for excuses to use that Shout.

Also, how long ago did you finish the MQ? It can take some time for the troops to leave. I came across about 5 or 6 bands, maybe more after the CW. However, these bands did not seem to respawn as I have not seen any in a long time. I still see a few prisoners from time to time, but even less of those now.

Finally, are you running any mods?

Very disappointed I was when I found out I could not kill the commanders. As an Imperial I never attacked the Stormcloak camps after the war was won, since I was actually sympathetic to their cause. As a Stormcloak I wanted them all out so went after the camps, it was one way to discover an interesting way to get your fighting skills up. I change to getting my heavy armour skills up I will go after the remaining camps.

As to the OP question, there are no Imperial soldiers roaming around my cities except for a few named NPC's, and no escorted prisoners that I have seen so far after the war was won for the Stormcloaks. When the Empire wins my cities are littered with malcontent's still fighting the imperials, especially in Riften. I never got a bounty for killing the enemy, no matter which side I was on. But I do not interfere with the local soldiers and guards in the cities when they attack the enemy. I leave them to it.
