Okay, Im here to answer a discussion I saw on the forums a couple days ago. People were discussing whether or not Talos is actually a divine in Elder Scrolls lore. There were both Thalmor and Stormcloak/True Nord Opinions on the forum. The thread was locked so I could not post and justify the right answer. The correct answer is...Talos is a divine. I justify this because in Oblivion *spoiler alert* to enter Mankar Camaran's Paradise, you need the blood of a divine. You acomplish this feat by getting blood off of Tiber Septim's Armor in Sancr Tor. So that settles it, Talos is a divine.
The Thalmor just can't accept that man can be a god. I remember doing that quest in oblivion and thinking exactly the same thing in skyrim, he is obviously a divine.
