Is possible? The best thing I've found is a mod that let's you use dragon souls to buy perks if your skill in that tree is high enough.

Why is it bad to use a script extender? The game doesn't have functions for the perks, no. Which is why the script extender is needed.

Mods are only gonna get more advanced. It's best to get over your Scriptextenderphobia sooner than later.
