So I'm curious, which character do you hate the most in all of Skyrim? Personally I hate Jarl Siddgeir of Falkreath.

Jarl Igmund. He may be a good Jarl but he's a despicable person.

How so?

• Because he ordered mass-executions of the Reachmen after Ulfric retook the city.
  
• He executed the families of the Reachmen involved.
  
• He imprisoned the top-tier of the Reachmen.
  
• He allows his friends, the silverbloods, to control the Forsworn.
  
• He allows the Silver-Bloods full control of the city guard.
  
• He agreed to allowing the worship of Talos in his city, to Ulfric, but then has the Legion arrest him after Ulfric retakes it.
  
• He's happy enough to let Ulfric take all the blame for the Reachmen massacre.

The Silver-Bloods are just as bad if not worse...

Nazeem, and Maven Black-Briar, but I have a modicum, or a kernel, of respect for her for her business-sense.

Just one phrase should tell you what I think " Have you been to the cloud district very often?"

I despise Maven Black-Briar and her entire family. Sidgeir of Falkreath as well. They're the only two things that are hard for me to swallow in my Empire playthroughs - given Jarl Leila Law-Giver's more neutral feelings about the Stormcloaks and upstanding, honorable dispositon, I really wish we could leave her on the throne of the Rift.

Nazeem's just an ass, but at least he's not really able to ruin people's lives.

I actually prefer maven over Jarl Laila. Laila is very easy to manipulate, but she is traditional. At least in maven's case, she has power, where Laila does not
