The Blades are two more or less useless people who think they can tell the Dragonborn what to do. "We swore an oath to defend and guide the Dragonborn." Yeah, my rosey rump. They live in an imagined past filled with glory and honor, but like many old organizations, it's become more about remaining relevant than anything approaching what they claim. They came to Tamriel to kill dragons. The Dragonborn was, to them, a useful ally at first, then a necessary tool, and now they think they own the copyrights and trademarks.

The Blades serve the Dragonborn the same way McDonald's serves a happy meal.

The purpose of the Blades has changed over time. In Daggerfall and Morrowind they were an intelligence service. In Oblivion they were guards. In Skyrim they were Dragon hunters. The fact is, Blades are whoever Bethesda needs them to be in order to tell they story they want to tell in a particular game. Should the Blades show up in a future game they will probably have yet another function.
