Agreed, they're not much of a step up from Expert level spells, if at all. However, Fire Storm and Lightning Storm at least have some niche uses, while Blizzard is so useless I suspect it was coded incorrectly from its intended purpose. Lightning Storm has by far the longest range of any Shock-based spell and is probably more effective at dealing damage to a fast moving distant foe (eg a dragon...) than any other spell. Granted it takes an age to charge up and you are completely vulnerable during it, but that's another point - it does have a unique use. Similarly, Fire Storm can be used as an effective room clearer when a mage specialisiing in Fire is surrounded and doesn't have access to Chain Lightning. Again, rather situational.
Combining these two spells with Become Ethereal to render you invulnerable during wind-up means you're not as big a sitting duck, and they can be used to some effectiveness (if you can afford them). And as far as I know, Fire Storm is still affected by Dual Casting if you have the perk and press both buttons to charge it up - it will increase the cost and damage but not change the animation. I'm not 100% on this though and I'm not sure if Lightning Storm or Blizzard work the same way. Some verification would be great.
