I need help, I am at my end, I have tried EVERYTHING, mods, ini tweaks, video card tweaks, high settings, low settings, changed resolution, aa off, vsync off, vsync on, fxaa on and off, anything you can think of I have tried, we have the nvidia geforce 550ti with current drivers, (clean install) and evga 72mhz pre overclocked, and this game will not run smoothly in stealth, or looking below the horizon level in first person view standing still, if you are moving in both situations the game runs fine, but if i stand and look around the game stutters and makes it unplayable so i cant loot or pick things up off of shelves. I just dont know what else to do, what could be the problem?? it makes no sense that the game runs fine while moving, but not while i am standing still it stutters all over the place! Please help me figure this out!
