Is there a way to trigger random encounters?

I've finished all the main and side quests in the game, and now I'm just scrounging for collectibles and wrapping up loose ends. Two desired random encounters have eluded me thus far, and I'm wondering if (being on PC) there's a way to trigger the events.

Revelers
I haven't seen the three drunk revelers drinking Honningbrew mead, and I want to collect their charmed necklace. I've been traveling all over carrying a bottle of the mead myself (for just this occasion) and haven't seen them, even though the Creation Kit (CK) indicates that they respawn. I could always just use the console to give my character the necklace and call it a wrap, but I'd prefer not to.

Wedding
I haven't seen Plautis and Salonia Carvain on the way to a wedding since my very first playthrough - so long I'd forgotten all about them. But it seems that cyrodilic brandy is somehow linked to their "quest," and otherwise unavailable in the game. The CK indicates that their spawn is a one-time event, so I may have missed it entirely, and I'm not even sure how the brandy factors in since it isn't listed in their inventories or the inventory of their bodyguard, but I'll never know if I don't get the spawn.

My familiarity with the CK is luke-warm at best, so some of what I've deduced may be inaccurate.

Back to the question(s) at hand:
  • Does anyone know of a console command or tip as to how to trigger the aforementioned encounters?
  • I'd also be curious if anyone can confirm the existence of Cyrodilic Brandy (not to be confused with the Colovian Brandy from the Diplomatic Immunity quest) in the game (BTW, I'm of the belief it should be spelled "cyrodiilic" but I'm going by what I found in the CK).
