During my play through I came across a pretty bad bug. While completing the civil war quest line I fast traveled to solitude. I was arrested as soon as my game loaded I choose to pay the fine. I then went back to the jail to see if i had lost anything as some of my items were stolen. Apon entry the final mission activated the general was killed and the civil war ended. To my knowledge i had completed the quest but i did not know that i skipped the battle. I left solitude only to find Ulfirc standing outside with a group of stormcloak soldiers. i then turned around to see a second Ulfirc appear leaving solitude. I ignored it thinking it was a funny glitch. I left and continued questing around skyrim. I returned to solitude about 3 days in real time later to finish a bounty quest that I finished. Ulfirc was still standing there with the same group of soldiers and I was not allowed to enter the city. A message popped up saying "you can not enter the city while it's being defended. After trying to initiate a battle by speaking to Ulfric I became frustrated and started killing the stormcloaks. I planned on just reloading my save to avoid gaining a large bounty for killing them but they would not attack me and as soon as i killed off the soldiers that were there more would come running up the hill to replace them. Now I'm stuck with Ulfirc and a group of stormcloaks standing outside of solitude and i can not enter the city. I can not finish my quest or the thieves guild as i still need to visit there for a quest. Is there anyway I can fix this or is my save ruined. Any and all help is greatly appreciated.
