I think it works like ads , they are running around giving people this note.

Better download an adblocker. Wouldn't want to catch some malicious diseases from a bad courier/ad.

I honestly remember one comment from a forumer in Oblivion saying how your quest journal knew more than you do. This made me laugh, kinda like how the couriers know more than they should, as in, your exact location at any time.
