They Need Quests to Add NPCs

Having a completionist character, I've noticed a disturbing trend. Many quests only pose to remove named NPCs from the game. Sure, most are evil or were completely created to have that be their feel, but sometimes the world gets lonely without these people.

The vampire in Morthal: sure, evil and all, but without her, that tiny town is one less.
Deekus: An Argonian far up North searching Hella's Folly. A great stop for company for Role Players.

These two are just a few of the many. I'd like quests that would add named NPCs into the world that would become unique people (not merely filler people to replace your last massacre). Perhaps something similar to the man you find near a cave in Falkreach? You avenge his friends and he goes a sits in the Tavern. Small, but still enjoyable that someone was added. Besides him and House Carls, I believe no new NPCs are added to a town.

Thoughts?

Wow I must travel around Falkreath more , I LIVE in the hold and I don't know about the surroundings...

Bethesda doesnt seem keen on the npcs replacing npcs idea. The pre-game hype about "relatives taking over shops when the owner is killed" wasnt as perfect as i imagined it be. Most damn shopkeepers don't even have any bloody relatives!

I wish they could add more generic NPCs in larger cities (solitude and windhelm come to mind), npcs like "man" "woman" "khajit" "breton" would be fine too. It adds to the atmosphere.

Though at least skyrim has way more npcs on the road and in cities compared to oblivion; maybe the next game would further improve on this.

It would have also been nice if essential NPCs started life as generic NPCs. That way if they turned hostile before you started their quest, they would be easily replaced if you killed them.

Respawning generic NPCs is a great idea tho. So simple I'm surprised they never thought of it.
