I saw the graveyard scene before I finished the civil war and I stayed away from it because of bugs I heard of with not being able to finish it by siding with the imperials.

So I stayed away.

Now I finished the civil war and the imperial guard that gives the dialogue isn't there, but the other NPCs are there.

What is a way I could fix this? If there are console commands to fix this then what would they be? (not ones that skip through the quest)
